Permit Submittal Requirements

Permits should be submitted to the Building / Inspection Division.  For information on submitting plans, please contact Community Development. Requests or any type of inspection can be phoned or submitted through the CSS Portal.

Permit Requirements

Before the construction of a new building or the remodeling of or addition to any existing structure in the City of Casper, permits must be obtained. Prior to the issuance of building permits, building and site construction drawings and supporting documents such as structural engineering design calculations, engineering reports, specifications, and other required and related information are reviewed for compliance to applicable codes and design provisions.

An application for an interior remodel for residential can be reviewed with a simple plan that gives the basic information. An exterior addition or garage will require a plot plan as well as a plan that indicates foundation design, room sizes, windows and other such details. A new residential application will require a plot plan and plans that show foundation, structural elements, window sizes and other similar details.

When the submitted items are determined to comply, building permits can be issued which are good for a specified amount of time. Permits can be issued to a licensed contractor, a homeowner or a commercial lessee and are generally based on the value of work being proposed. Permit fees for electrical, plumbing or mechanical work are based on the size and number of items being installed.

Building permits are required for most projects, with a few exceptions such as the following:
  • One-story detached accessory buildings used as tool and storage sheds, playhouses, etc., provided the area is under 120 square feet as measured at the maximum exterior wall dimension.
  • Fences not over 6 feet high (although a fence permit is still required).
  • Retaining walls not over 4 feet high in measurement from the bottom of the footing to the top of the wall, so long as the height of the soil within 4 feet of the retaining wall is at or below the level of the retaining wall and there are no other structures within 5 feet of the retaining wall.
  • Platforms, walkways and driveways not more than 30 inches above grade and not over any basement or story below.
  • Painting, papering and similar finish work.
  • Although a project may not require a building permit, other requirements may apply. It is recommended you contact Community Development before beginning any project.
