The Community Development Department guides and regulates the development, redevelopment and use of private property within the City of Casper. The Planning, Building Inspection and Code Enforcement divisions oversee the use of property and construction of homes and buildings. Metropolitan Planning Division administer Community Development Block Grants available to the City for housing rehabilitation and repair and the support of agencies that serve special needs populations. The Metropolitan Planning Organization applies state and federal transportation planning funds to the planning of the future roadway network for the area and to provision of transit services. The Urban Renewal Division was added in 2006 for the purpose of implementing redevelopment in the Old Yellowstone District.

The Planning Division promotes the livability of the community by ensuring that new private developments meet community standards. Planning is responsible for administering the policies, programs and regulations that manage the housing, commercial and industrial growth and development of the City of Casper. Planning staff advise the City Manager, the Planning and Zoning Commission, and the City Council on matters affecting physical development within the city. The Planning Division assists the public with floodplain information and requests for zone changes, annexations, Conditional Use Permits, plats/replats, variances and exceptions, and site plans.

The Building Division promotes the health, safety and welfare of Casper by proactive enforcement of the City's adopted building codes. The department conducts plan review, performs building inspections for new, altered or remodeled structures, and oversees contractor licensing. Building inspectors are available to provide the public with assistance with all questions related to Casper's building, plumbing, mechanical and electrical regulations.

The Code Enforcement Division enforces City ordinances pertaining to zoning code violations, weeds, trash, junk cars, dangerous buildings and other miscellaneous nuisances. Code enforcement officers help promote community beautification and are available to provide the public with assistance with all questions related to the City's zoning regulations.

The Housing and Community Development Division administers the Community Development Block Grant (CDBG) funds for the City. The CDBG program provides funding for nonprofit organizations that serve many special needs populations, demolition and owner-occupied rehabilitation programs. Owner-occupied rehabilitation programs include general rehabilitation, emergency repair and the World Changers program.

The purpose of the Metropolitan Planning Organization (MPO), as mandated by the federal government, is to provide the Casper urban area with continuing, cooperative and comprehensive planning for regional transportation. Public transportation, such as The Bus, is handled by the MPO. The City of Casper provides staff for the MPO. Additional MPO members include the towns of Bar Nunn, Evansville and Mills, Natrona County and the Wyoming Department of Transportation.

The Urban Renewal Division (Old Yellowstone District) was created in 2006 to implement a redevelopment plan for a 150-acre urban renewal district in the heart of Casper, the Old Yellowstone District. The redevelopment planning effort focuses on establishing a new pattern of land uses with supportive transportation and infrastructure improvements. City staff is working with property owners on reinvestment in the area, encouraging infill and mixed-use developments, revitalizing historic buildings through tax incentive programs, and recruiting complimentary commercial and residential businesses to fill the needs of target customers in the downtown area. The City of Casper will assist infrastructure development.
